Autonomy only becomes useful when sources, allowed actions, refusal behavior, escalation, and evaluation are visible before the system earns more scope.

Autonomy is not a personality trait. It is a grant of scope. Before a system can act, the allowed sources, actions, refusal cases, review points, and rollback path need to be named.
Design work
The practical design work is often small and strict: what can be read, what can be changed, what must be cited, which outputs need approval, what gets logged, and when the system should stop.
Proof gate
Evaluation turns boundaries into evidence. Cases, traces, reports, adjudication notes, and regression checks make the claim reviewable before any broader authority is granted.

A public proof record can show the evaluation habit. It should not claim production reliability, policy authority, or operational maturity without public proof.
